Employer of Record in Romania

Hire in Romania through our own Romanian entity. No incorporation required.
You've found the engineer you want in Bucharest, Cluj-Napoca or Iasi, and you have no company in Romania. We employ them on a compliant Romanian employment contract, you direct their work, and you get one monthly invoice. You don't need to register an SRL, set up Romanian payroll or register employees in REVISAL yourself.

Why CoberonChronos in Romania
Our entity, not a partner's. Your employee is employed by our own Romanian company. There is no reseller between you and the company that carries the liability.
A local team. Payroll, tax and HR questions are answered by our team in Romania, in Romanian for your employee and in English for you.
We recruit here too. Romania has one of Europe's deepest pools of software engineers, and we have recruited there for more than two decades. If you haven't found the person yet, we can find them and then employ them: one supplier, one contract, one conversation.

Employment essentials
Contracts. Employment is open-ended by default. Fixed-term contracts can run for up to 36 months. Every employee must be registered in the national employee register (REVISAL) before their first day. Fines for getting this wrong doubled in 2026, and we handle it as standard.
Probation. Up to 90 calendar days, or 120 days for management roles.
Working hours. 8 hours a day, 40 hours a week. Including overtime, the week may not exceed 48 hours on average. Overtime is compensated with paid time off within 60 days, or otherwise paid at a premium of at least 75%.
Annual leave. At least 20 working days a year.
Sick leave. The employer pays the first 5 days, and the national health insurance fund pays after that. Sick pay has been tiered since 2025 (55% to 75% of average earnings, depending on the length of the illness).
Family leave. 126 days of maternity leave. 10 working days of paternity leave, extended to 15 if the father completes a childcare course. Parents can then take state-paid child-raising leave until the child turns two.
Public holidays. 17 a year, following the Orthodox calendar for Easter and Pentecost.
Benefits. Beyond salary, Romanian employers commonly offer meal vouchers, private medical insurance, a voluntary pension contribution and extra paid leave. Several of these are tax-efficient. We can design a benefits package that competes for talent and run it through payroll.
Ending employment. Where the employer ends the contract, the notice period is at least 20 working days, and dismissal must be on a ground allowed by the Labor Code. We'll tell you what a departure will cost before you act.
These figures are a guide, current as of September 2026. Your cost-of-employment calculation will reflect the exact salary, benefits and start date.
When companies come to us in Romania
Your first engineers in Europe. Romania combines strong technical universities, wide English fluency, and salaries that are still below Western European levels. That makes it where many US and Israeli companies build their first European engineering team. EOR lets you hire now and decide about a local entity later, or never.
Converting contractors. Many Romanian engineers work as PFA (sole-trader) contractors. If they work full time, to your direction, they may well be employees in the eyes of Romanian law. We move them onto compliant employment without interrupting the work.
Employing someone we found for you. If we place an engineering lead for you in Bucharest or Cluj, we can employ them there too.
Common questions
How quickly can someone start? 1–3 working days from a signed offer to a compliant contract and REVISAL registration. Your new hire's notice period with their current employer is usually the longer wait.
Why is take-home pay so much lower than gross in Romania? Because almost all social security contributions are paid by the employee, not the employer. That's why the employer's cost is low (gross plus 2.25%) and net pay is around 58–59% of gross. We'll show you both figures before you make an offer, so the salary you quote is the one the candidate expects.
Who owns the work? You do. IP and invention assignment to your company is written into every contract we issue.
What does it cost? A flat monthly fee per employee on top of salary and employer costs. We'll give you a full cost-of-employment calculation before you make the offer.
